RHRP Paul Phillips has been assigned to the Montgomery Biscuits from the Charlotte Stone Crabs. The 25 year-old was 2-1 with a 3.33 ERA in 18 relief appearances for Charlotte. He was credited with 2 saves and struck out 27 in 27.0 innings, but he also allowed 27 hits and 10 walks and only had a 0.32 GO/AO. He was originally drafted by the Toronto Blue Jays in the 9th round of the 2005 draft.
To replace Phillips the Rays have assigned RHRP Tom Rafferty to the Charlotte Stone Crabs from the Bowling Green Hot Rods. The 24 year-old had a 4.15 ERA in 26.0 IP with 22 strikeouts over 14 relief appearances for the Hot Rods. He is a strikeout/groundout reliever with a 3.00 GO/AO and a 7.6 SO/9. He was drafted by the Rays out of Arizona State University in the 28th round of the 2008 draft.
