Minor Moves: Cipriano, Garcia, Orta

Per Stacy Long, the Montgomery Biscuits have activated 2B Cody Cipriano from the 7-day disabled list and removed RHRP Justin Garcia from the active roster (doesn't say if DL'd or Inactive list).

Per Matt Eddy, the Rays have signed RHP Ricky Orta:

"The Mariners released Orta, who had Tommy John surgery this spring, on May 3. Seattle's fourth-round pick in ’06, he'll now rehab from the injury much closer to his Miami home."

Orta was drafted out of the University of Miami at number 111 overall in the 2006 draft (2 picks after the Devil Rays took Alex Cobb). He'll turn 26 on November 6th. Here are his pro stats with the Mariners:
